Carlos Bing serves as the Director of College Access Programs for the Ohio Department of Higher Education. As Director, Bing oversees the GEAR UP Ohio program. Bing administers the scholarship portion of the GEAR UP Ohio programs providing funding opportunities to GEAR UP graduates who enroll in eligible post-secondary institutions of higher education. Bing serves in the following capacities for the Ohio Department of Higher Education: Serves as the lead coordinator on the Statewide Access and Success Team; Serves as the Chancellor’s designee on the Ohio Reach Coalition (focused on supporting former foster youth);Serves the agency on all statewide FAFSA Completion efforts. Bing is a Licensed Professional Clinical Counselor and a Doctoral student at Franklin University. Bing has worked for the Ohio Department of Higher Education for 19 years and has worked in the area of college access for over 21 years in various capacities including: College Recruiter; Financial Aid Administrator; Articulation and Transfer Network Administrator; College Access Administrator. Nationally, Bing has served in the following capacities: Appointed to serve on the NCCEP GEAR UP Advisory Council; Delivered several presentations during the NCCEP Annual and Capacity Building Conferences including topics on: Scholarship Administration; No-cost extension administration; Mental Health; 3 To Get Ready campaign; Serves as the statewide American College Application Campaign program coordinator. Bing is married to his wife Seneca Bing. The couple has 4 children (2 adult children, 1 teenager, and 1 child in heaven). Bing serves as the Scholarship Ministry Chairman at Faith Ministries Church. Bing is also a 20-year member of Alpha Phi Alpha Fraternity Inc. where he serves as the Alpha Esquire Youth Development Group co-chair.

Kelly M. Garrett is an Ohio native and currently lives in Marion, Ohio where she serves as the Director of TRIO Talent Search at Marion Technical College, which serves the school districts of Marion City Schools, Elgin Local Schools, Ridgedale Local Schools, Upper Sandusky Exempted Village Schools, Kenton City Schools, Mt. Gilead Local Schools, and Cardington-Lincoln Local Schools. She is the former Site Director for GEAR UP at Marion City Schools. Her extensive non-profit background includes roles at Family & Children First Council and the United Way. Her focus on community collaboration has led her to a number of volunteer opportunities and community leadership roles, including those with Kiwanis, The Salvation Army, Women’s Business Council, Marion Community Foundation, and the Ohio ACT Council.
